WordPress Administration Panel(s) – Refers to  http://codex.wordpress.org/Administration_Panels or basically your backend that is reached via wp-admin. Some users refer this to the dashboard, backend, editor, etc.

Navigation Menu – Refers to your main site menu.

- Header Menu
